Are you using Internet Explorer 11?

When we opened the "Microsoft Update Catalog" for the first time, we will be notified to install the ad-on. If you have installed the add-on, please ensure you have enabled it. Try to add the website to trusted sites as Tripredacussuggested, too.

Try to reset Internet Explorer to default settings then check the symptom again.
